COBALT was founded in the year 2021 by Louise Marcus, former employee of the Shield Corporation, in response to the corruption and environmental damage fostered by that entity.

Marcus, previously a public-relations director for the company, gradually became aware of the damage wrought by the Shield energy barrier around the planet Earth, and came to suspect that the ozone layer, which had been severely damaged at one time, had repaired itself naturally and was restored enough to allow the deactivation of the Shield. Such an act, however, would destroy the Shield Corporation's livelihood, if the company were suddenly perceived as being non-essential in the public eye, and all data pertaining to the ozone layer was suppressed.

In 2024, after a few years of eco-terror activity, COBALT struck into the heart of the corporation, infiltrating a facility near New York City where the classified ozone data was stored.
During the running battle, a number of COBALT members fell, but Louise and others escaped, ultimately leading to the eventual take down of the Shield thanks to the re-emergence of the Immortals on Earth; with the aid of Connor MacLeod and Juan Sanchez Villa-Lobos Ramirez.
